EDGE Grant for fleet management: how it actually works

The Productivity Solutions Grant closed on 29 September 2026. Fleet tracking is now funded under Enterprise Singapore’s EDGE Grant. Most SMEs that lose funding for a fleet system do not fail on eligibility. They fail on sequence. Here is what the grant covers, who qualifies, and the one step you cannot do out of order.

What the EDGE Grant actually is

EDGE is Enterprise Singapore’s consolidated business grant. From 30 September 2026 it replaced the Productivity Solutions Grant (PSG), the Enterprise Development Grant (EDG) and the Market Readiness Assistance grant (MRA). Applications are made on the Business Grants Portal. For digital solutions such as fleet tracking, the supportable vendors and packages are those listed on IMDA’s SMEs Go Digital platform.

If you submitted a PSG application before 30 September 2026, it is still assessed under the old PSG rules and supported through to claim. No new PSG applications are accepted.

iTrack Vehicle Fleet Tracking is a Pre-Approved Solution under the IMDA SMEs Go Digital programme. SMEs are eligible for up to 50% business grant support for its adoption.

How much you can claim

For SMEs, support for digital solutions is up to 50% of qualifying cost (up to 30% for non-SMEs). Single-function digital solutions such as fleet tracking fall under a S$30,000 sub-cap, which sits inside the overall EDGE cap of S$100,000 per company per year across all EDGE activities.

Three things matter about those caps. They are per company, not per solution — anything else you claim under EDGE in the same year draws from the same S$100,000. The grant year runs 1 April to 31 March, not the calendar year, which matters when planning a phased rollout. And single-function solutions are limited to one application per UEN, so scope the whole deployment in one go rather than in instalments.

EDGE is new and its rules may still be adjusted. Confirm the current rate and caps on Enterprise Singapore’s EDGE page before you build it into a budget.

Who is eligible

The eligibility conditions are:

  • a business entity registered in Singapore (non-profits, societies and statutory boards are excluded);
  • at least 30% Singaporean and/or Singapore PR ownership;
  • to receive SME support rates: group annual sales turnover of no more than S$100 million, or group employment of no more than 200 workers.

Group is doing real work in that sentence. It includes any company that owns more than 50% of you and any company you own more than 50% of. Several fleet operators discover this late, particularly where a holding company owns multiple operating entities. Eligibility must still hold at the claim stage, not just at application.

The sequencing mistake that disqualifies most applicants

You must apply before you sign the contract, pay a deposit, or start work. Work or payment made before you submit makes the application retrospective, and retrospective applications are not supported. This single rule disqualifies more applicants than any eligibility criterion.

Payment after submission but before approval may be supported if the application is approved — but submission does not guarantee approval, and any commitment you make before approval is at your own risk. The safe order is: get a formal quotation, submit the application, receive the outcome, then commit.

A vendor who says “install now, we will sort the grant later” is either mistaken or costing you money. Your quotation also has to be in a form the portal will accept — itemised, dated, naming the pre-approved solution as listed, with the vendor’s UEN. The vendor must also have no relationship with your company, related companies, directors or common shareholders.

What a fleet management claim covers

A fleet management claim generally covers the software subscription and the hardware and installation needed to make it work, as listed in the pre-approved package on SMEs Go Digital. In practice that means:

  • the tracking platform subscription for the supported period;
  • GPS tracking devices and their installation;
  • sensors that form part of the solution — fuel level, temperature probes, door sensors, driver ID readers;
  • AI dashcam units where they are part of the pre-approved package;
  • training and onboarding where quoted as part of the solution.

What is generally not covered: ongoing SIM or data charges beyond the supported period, hardware replacement after the fact, and any work performed before the application was submitted.

How to apply, step by step

  1. Confirm eligibility. Check ownership, turnover and headcount at group level.
  2. Get an EDGE-ready quotation. Ask the vendor explicitly for a quotation formatted for the Business Grants Portal, naming the pre-approved solution.
  3. Log in to the Business Grants Portal with Corppass. The person submitting needs the BGP Preparer or BGP Acceptor role. Vendors and consultants cannot submit for you.
  4. Select the pre-approved solution and attach the quotation.
  5. Submit and wait for the outcome. Do not sign or pay in the meantime.
  6. Proceed once approved, then make your claim once the solution is deployed and fully paid.

EDGE accepts a single, final claim, and a missed claim deadline cannot be recovered in the portal. Keep the invoice, proof of full payment and evidence of installation ready.

What slows applications down

From what we see on the vendor side, the recurring causes of delay are dull and avoidable:

  • Corppass not set up with the right BGP role for the person doing the application. Sort this first; it is often the longest lead time in the whole process.
  • Quotation does not match the listed solution name. The portal matches on the pre-approved listing, not on your vendor’s marketing name for the same thing.
  • Group structure not disclosed correctly, which surfaces later and stalls the claim.
  • Deployment evidence missing at claim stage — no installation record, no screenshot of the live account.
